seems to indicate that this branch of the Department's business has never been attended to by any competent person. The community might be supposed by this time to have almost become recon- ciled to bad roads to wade in a sea of mud at one time, to be blinded by dust at another, and to be shaken into a condi- tion of physical and mental prostration. by the violent bumping of a ricksha A time may come and every colonist must bape it will come when its shall be possible for the Public Works De partment, or some other pablio“body, to maintain the obief thoroughfare."of the Colony, if not in a state of perfec tion, at least in a condition loss intoler- able than that in which Queen's Road has been kept...... 2,18 However that may be, the next grow! in connection with the roads will pro bably have special reference to Queen's Road East and Praya Bast, Beveral sections of these thoroughfares have quite recently been opened, presumably in connection with the drainage of the 1861 locality Deep trenches have been 1684 made and the very limited accommoda

Of course the Pa- blic Works Department cannot. þá found fault with for trying to in- prove the drainage of the Colony. Their is assuredly plenty of room for improvement in that direction. It is not, what the Department is doing in this case that is likely to be the cause of complaint, but the way in which it is being done and the time that bas heen chasen for doing it. aware that Queen's Road Fast and Praya East fort the prescribed 'ricksha route to the Race Course. The regula tion of 'ricksha traffic on Race days is, chiefy owing to the narrowness of Queen's Road, a tank of to little din ealty to the police--and it must be said to their oredit that they perform the task very well, and if their difficulties are to be increased by the dimination of the width of rosd available for trafia, their task will be an almost impossible ore. It may be possible to have the trenches in the roads filled up and the obstructions removed before the first day of the Races, but in that case the work will have to be done with much greater celerity than is usual in operations carried on in connection with the Public Works Department. Even if the franches are filled up before that time and the obstructions to traffic got at of the way, the road will certainly be in ever wores condition than 'REVA. We can quite understand that it is desir able to have such work as we have re- ferred to done in the try season, but if
