A large assortment of ENGLISHI and JAPANESE, CHRISTMAS CARDS, f
ment, what ever is, is not necessarily right. It is gratifying to observe, how ever, that, strong as perzianent official- dom with its fixed idens may be, it has to give way sometimes. By persistant and well-directed attacks Mr Benniker Heaton has succeeded in breaking down the opposition made to many of the re- forms which he desired to carry out. The Presa of England helped him, and nobody knows better than Mr Henniker Heaton how great
advantage that gives to a man who is fighting Ferman- ent Officialdom. When we were en- deavouring to introduce the telegraphic money order in England,' he remarks, we kept the House sitting till an early
until the Governmont was compelled to give in and promised to introduce the new money order. Bat, in spite of that, the permanent eftcials held the fort for three years, before they would carry out the commands of Parlia- ment." Three years WIS a long time to hold the fort. bur' it is sa tisfactory to know that the official fixed ideas had to be given up at last. We in this Colony, can sympathise with Mr Henniker Heston in his complaints about the official obstruction in regard to the postal reforms which he has at heart, und we hope he will yet see them all carried out. Imperial penny post- age is almost assured, the Government having promised to introduce it at the earliest possible moment. 'But the permanent officials,' says Mr Hennikor Heaton, defeated, beaten, routed at every point, are still patting ridiculous obstacles in the way. They had the temerity to say the Australiane were against it at once communicated with the Australian Governments and found that this statement was totally untrue. They will welcome the initia- tion by England of the penny postage." Such a reduction in the rates for tela. grams between Hongkong and Great Britain as Mr Benniker Heaton pro- poses may seem startling at first sight, but we are inclined to think that he is quite right in his contention that the service would pay even under those very much altered conditions. There can be ro doubt that such a change in the rates would be an immense bouu, not only to this colony but to all places in which the colony bas interests, or that have intereste in the colony. We Lope, at all events, that Mr Henniker Heaton's efforts in this direction will not be un- availing
