It is, we think, very unlikely that the number of re- sidents who read the reports of the Sanitary Board meetings is very large, but those who do indulge in that serious and not very, profitable pastime will be sware of the fact that documents which are intended to come under the notice of the Board are, as a rule, circulated among the members before they are discussed. We have, heard it alloged that the decision to circulate" a peti. tion or a report or a bundle of corres pondence is regarded by the members of the Board as a happy and extremely convenient mode of staring off the necessity for making up their minds in regard to questions with which they are not familiar and with which they have no burning desire to deal.
