HONGKONG, FRIDAY, OCTOBER 20, 1893,

THE proposal to form a local meteorola- gical Society, which has recently been the subjent of a good deal of discussion exong nautical men and others interest- ed in the science of meteorology, is one which deserves the fallest approval and support of the community. The proposal is, in some measure, no doubt, the outcome of the feeling that the colony is somewhat badly off as regards eterological information and weather forecasts. For the supply of such inform ation and prognostications in anything like reasonable or adequate measure the colony, for rather more than a decade, has been looking vainly to the institu Men known as the Hongkong Observa

failure. The late Major-General Pal- mer's notions as to the particular kind of work for which the Observatory would be useful may have been perfect- ly connd, from a scientific point of view, but it is evident that the collection of such meteurological data, and the publication ofench deductions therefrom, as would be for the advantage of the colory, occupied quite a subordinate place in the general scheme, Dr Doborck, the Director of the Observa-

tory, seems to have kept this fact in mind all along, and he is determined pot to lose sight of it. It may at once be admitted tuxta mistake was made in sana.loning the establishment of an Observatory on the lines proposed by Major-General Palmer, but that is no reason why the colony should continua to spend annually a large sum of money tor the maintenance of an institution from which it derives hardly any bene fit. The chance of any improvement. in the supply of meteorologicat in. formation and weather forecasts from the Observatory is very elights a long By Dr Doberck is Director, no expecta- tion of improvement cau be hopefully entertained. The history of the recent- ly appointed Observatory Committes proves the latter proposition conclusive- ty. Throughout the proceedings in connection with that abortive at- tempt to effect some improvement in the present mateorological re- ports and weather forecasts' he showed himself as an uncompromising ob structionist In his anxiety to demon-

Tate the fotility of appointing a committee to inquire into anything over which he has control, he succeeded in obtaining from the mouth of his First Assistant, Mr Figg ( gentlema whose duty it 1Я according to

Dr Doberek express- el the opinion that isobaric weather churts are indespensible for forecasts, and Mr Figg stated in evidence that to issue a daily isobaric weather chart for the part of the Far East between Shanghai and Cape St. James would Cust something like two million dollars a year, a sum which even De Doberck Lad the sense to see is
