that a fee of sixty cents only should be charged for the first sun of licences. We do not know under what authority this alteration can be made. There is certainly no power under the Ordinance itself to exact a fan of sixty cents, or of any amenat less or greater than a dollar and a half, for licence for one dog However, as a muddle had already been made, it would not be at all surprising if the Government found some means of making the muddle worse. The Or dinance gives HE the Governer in Council parer to make certain regula

tions, but it does not empower him të alter the words of the Ordinance itself, and these, so far as they relate to the amount of the fee to be charged for a licence, are comparatively clear: The The following is a List of Waters always fee payable for each dog included in such licence shall be one dollar and a half. As we have already remarked, there was absolutely no reason for fiting the 31st of December as the date on which an annual licence, inred on the 31st of July, shoubi expire. It was a ridiculous binoder to do so; but we ought to be grateful, perhaps, F things considered, that the Govern ment has recognised it to ho blander. It true that the date. on which the Ordinance should toms into operation was fired by the Glo vernor in full view of the fact that the licences must expire on the 31st of December, and that, when the bill was being discussed there was nothing to indicate that it would become law be fore the 1st of January 1894; but we believe it was contemplated by the Government from the first-and it must have been perfostly well known to the Attorney General, who drafted the bill
