That the officials who have had charge of the Treasury Department since 1883 were all men in the wrong place in as clear as anything van be. The fault is not, perhaps, al- together theirs. So for us the Alves de- falcations were due to the inere; income petence of the officials at the bend of the departmant, those who made the na pointments must share the blame with. those who held the appointments. Alves himself must bave been pretty confident that ho sould carry on his fraude for, a considerable 67 length of time without being detected. It is possible that he thought they might never be detected. According to the report of the commission he appropriat ed $29,480 between 1888 and 1989, 220 $12,000 in 1890, 611,959 in 1891, and $9,388 in 1392-a total of 862,817. That is a record of fraud by an unsecur- ad subordinate and of carelessness and incompetence on the part of his eu. periors. for which we should hardly think it possible to find a parallel,
