Qua eighty-thousand-dollar Gap Rock Cable has been for some tiuo quite useless. Something has gone wrong with it at the Gap Rock end and the thirty-dollar-a-month expert there ap parently does not know how to put it right. We should hardly think that those other experts who drew up the eaheme for the practical working of the talegraph would be of any use in the way of suggesting how communication could be re-established. Although they were able to toll the Governor in an official report bow the telegraph ought to be worked it does not follow that. they know anything about practical telegraphy, but they might have been suspected of possessing a little knoW- ledge of the subfoot had they not so completely and convincingly demon- strated the contrary" in their report. We do not know what their notion may have been as to the amount of work involved in transmitting a telegraphic message cras to the degree of skil required to perform that oporn- tion. It is possible that they were not very far wrong on these points. The extraordinary proposition --- ex- traordinary at least from an official point of view that the ship- 5.41 signalling scheme could not be carried

out without the aid of a special, epaff of telegraph clerks, may have been put forward in the sincere belief that the mors offices and the more Government employés there are the better will it be for the colony. The trasmission of 320 telegraphic messages.from the Rock to the Colony had, of course, to be provided for quite apart from the ship-signalling. scheme. The European lighthouse- keepers bad to be able to perform this work as part of their, ordinary duties and were understood to possess the necessary skill and experience for such work. The fact that, in addition to any other telegraphing that might re-

to send a few messages every day Gunouncing the approach of steamers, made it necessary, in the opinion of the officials whe reported on the signalling arrangements, to recommend the estab- lishment of a Gap Rock Telegraphic Department. This entailed, besides the salaries of the staff, a considerable out lay for the erection of quarters on the Ruck, where, we need bardly remind our readers, building operations are very costly, as all the materials have to be taken out by steamer froin Hong- kong. The principal reason alleged for incurring all this additional expense was that the strain of looking out for ships in order to signal their approach to

would prevent the lighthouse-keeper, of whom, be it remembered, there are always two on the Rock from giving proper attention to their other work, The duties of these men, during the day, at all events, are certainly not of Bach a very absorbing daracter that they would be interfered with by the little extra work involved in the signal- ling of a ship as it came near enough to be identified. We should be greatly surprised if the lighthous-keepers did not make apractice at identifying the various ships as they puss, simply As a matter of pleasure, seeing that there is so little else to re- lieve the dull monotony of their exis- tance. The small addition to their not-to-princely salaries which they would be entitled to get if they were sked to undertake the signalling work would not tend to make them less con- tened with their lot. That they would have undertaken the work for very mall remuneration we have not the slightest doalt, and we are equally PLUE, &c., & confident that they would have done, it
