THE SURVEYOR GENERAL ON THE FEVER COMMISSION'S REPORT.

SURFLYGE GENRIAL'S OFFICE, Hongkong, 28th January, 1800, SIR, -In compliance with the instruc- tions contained in C.S.O. I have the honour to offer for the consideration of His Excelleney the Governor the following ob- servations on the Report of the Chiomis sioners oppointed to enquire into the cause of the Fever which prevailed in 1888 in the weatern district of the city.

The area regarding which the enquiry was made was chiefly limited to the sparsely inhabited zone on the high level above or immediatoly below the Caine and Bonham Rouds.

I may promise by saying that there ap- puars to be good reason to infer that, whatever may have been the main cans of fever (a subject on which, no far na I can gather, the Report does not throw a very clear light), the disease would appear to have boon of a tomporary and accidental natare rather than permanent and chronic, have made frequent and repeated in- quiries during the paat, eight months, and I son no reason to suppose, either from the result of these enquiries, or from other available sourges of information, that dur ing the past year the houlth of the locality in question gomparea unfavourably with that of any other portion of the Colony,

This fact in itself would appear to indicate that there were un favourable conditions to which the coolies were specially subjected, and there on I think bo little doubt that these will be found among this caneca which the 4th sub- division of the sixth Recommendation of the Commissioners is intended to remore, via, in the condition of the quarters in which the coolies are lodged..

With referones to the recommendations of the Commissioners taken seriatim I would observe;→→

I am now fairly well acquainted in do- tail with the locality in question. There is no land that I have seen in this neighbour. hend that can be regarded as of a merely nature. It is however desirable that the nullahs and natural water.courses should be improved and regulated, and as much of the evil is of a BORU what retentive nature, expedients should be adopted where neces sary for, carrying any surface or subsoil water into the nearest, nullah. But the greater part of these lande is situated on privato property, and I am not aware that legal powera exist for compelling lessees of Crown lands to drain their gardens and compounds.

The second recommendation is that the period of earth-out ing be regulated.

THE CHINA MAIL.

There in, so far as I know, no good reason for regalating the period of earth-cutting in the Western district, which would not apply with equal fores to every inhabited district of the Colony. The Commissioners rocogimend that no earth-cutting below the level of the Pokfulam aqueduct should be allowed during the six months from June to November inclusive. Mary Ann Spink, of Finborough, Sufuit, vas for over twenty years afflicted with rheumatism and ventralgia, and although the time comparatively a young womad at she was attacked (she is now fifty), she was compelled, in consequence, to walk with tvo sticks, and even then with difficulty and-pain. About a year and a half ago she was advisad to try Mother Surgel's Syrap, and after taking three bottles and two boxes of Selgel's Operating Fills, the use of her timahs where restored, and she is now able to walk three miles to Stowmarket with ease, frequeally doing the distance in three-quar ters of an hour.
