Brussels, July 3.-A telegram from the Governor-General of the Congo Free State says that the English steamer from Livor- pool, gauging 1960 and loading 2000 tons, which felt Antwerp on May 18th, has sconded the Congo as far as Maladi. The question as to the election of Mutadi as the starting point of the Congo railroad is thus decided.
