We are glad to Ivary that a telegranı has been received announcing that His Honour Mr James Ramell, C.M.G., has been op pointed Chief Justice of Hongkong. The sppointment is certainly a great departure in the policy of the Colonial Office. Hitherto the complaint has been that seniority in the Borrice got precedence over fitness for the post. On this occasion the practice has been reversed, to the gain, we are confident, of Hongkong. Justice Raszeti is essenti ally a Hongkong man. Our former judges were men who had been transferred from other Colonies, but Mr Russell has Been no service outside of Hongkong. Since he came here as a cadet in 1886 he has served the Hongkong Government in many offices; and there can be no doubt that it in doo to bir Russell'e' cxceptional services to the Colony and to the training and expo- P. & Q. §.
