As wo have previously stated; some of Mr. Francis By-laws are framed specially to deliver landlords and house-owners from the thraldom of the Public Works de- partment; and of course, these portions are stoutly opposed by Mr Price, and an imaginary typhoon is dragged in to show that a specified number of days for keeping drains uncovered might not be suficient that is to SDY, portaps onco in ten years.
