THE OPIUM COMMISSION. It is now very nearly ten years ago since the arrangement was come to, by virtue of which the Opium Commission, which is soon to hold its sittinge here, was constituted. The point of view has altered considerably in that time, and it is perhaps well to recall to our readers
The interference of the Chiness. Re- venue Cruisers with the junk trade of the Colony had for years been a subject of complaint, and in 1876, when Sir Thomas Wade was making with Li Hung-chang a general settlement of all old scores, as part of the consideration. for forbearing to further press the Mar gary case, it was understood that the blockade of Hongkong was one of the grievances that were to be redressed. Accordingly a clauco was inserted in the Chefoo Agreement of 1878 to the follow- |ing effect. The Chinese Go-
