There is, however, another antter which requires elucidation in connection. with the large volume of Export and import trade carried on to and from this Colony by the Chinese. It has been said that one half of the world knows little of what the other half is doing; and this old saying, although not so full of meaning as it was twenty years ago, is surely still appropriate when applied to the scantness of the knowledge possessed by Europeans in Hongkong regarding the working of Chinese commerce and trade. In China proper nearly every species of tax becomes matter of commutation, in which the smaller mandarins and their underlings combine with the tax- payer in evasion. Such a combination being impossible with English officials other means are employed to meet the special circumstances of this Colony. The special subject to which we de- sire to draw attention at present is that of postage, or railier the con- reyance of correspondence from one purt to another. It is well known that the Chinese take with them wher ever they go, whether to the adjacent Island of Hongkong or the distant lands of Australia or America, their eld-esta.
