THE MUNICIPAL RATES ORDINANCE.
The following is a full report of tlio die- cussion which took place in the Legislativo Comal yesterday afternoon, on the provi- sions of the Municipal Rates Ordinanco, from the point where the Attorney fleneral intimated that the Government intended to increase the Police Rate on the City of Vio toria from 8, as fixed in the first draft of the Ordinance, to 8f, and that the rate far Victoria Peak. The Colonial Treasurer-Auglow, that the explanation. The rate was admit. toly high, and it was thought it might be reduced. We have been losing heavily on the Police Rate for yours, and shall lose still, because, as has been pointed out ba fore, it makes no provision for police au porannuation and building of statious, nothing but the bare daily working of the polico, and the 8 per cent. will not cover that. Still in view of the hardship inflicted upon the poor of Hongkong by these heavy ritve, it was. thought we might meat this loss on the Pulicy Rate unt of the proceeds of the Spirit Farm, as it has been met out of the proceeds of other taxation. The Spirit Farm having been postponed, we must try to make the Police Rato pay the expenses as much as is possible.

The Chief Justice-The clause no stands is of no manner of use. Formerly the rates were restricted to the expenses of the police, water supply, and lighting. Then the clause was cssential.. Now that there is no such restriction the clause in utterly useless. The object of the pre sont legislation is to put the matter in th hands of the L gislative Council instand of leaving it in the hands of the Governor-in- Council. The Governor-in-Council could not assess for the expense of any establish- nient tuore than a certain amount. Now that that clause has gone this clanac la of no use.
