THE MUNICIPAL RATES ORDINANCE.

The following is a full report of tlio die- cussion which took place in the Legislativo Comal yesterday afternoon, on the provi- sions of the Municipal Rates Ordinanco, from the point where the Attorney fleneral intimated that the Government intended to increase the Police Rate on the City of Vio toria from 8, as fixed in the first draft of the Ordinance, to 8f, and that the rate far Victoria Peak. Quarry Bay and Pokfu lum was to be 8, and on all other places in the Colony 7 per cent,

It seems fairer to put it in the latter category than the for iner. Of course the question is open to. argument, but I should say it is-n fair disa tinction to draw. Whore you hare a very poor, pavely Chinese population, as in the Shaukiwan district, you should draw a dis tinction between them and places where, you have a large admixture of Europeans, and a large amount of wealth.

Hoa. P. Ryrie-That is a wrong thing to do. You collect the ratu to pay certain expenses-Police and Water Rats, &c., and you apply it to another purpose.

The Oglonial Trosauror--No, it will not cover the expenditure it is collected for.

Hou. P. Ryrie-How is our Police ex- penditure paid

The Colonial Treasurer-It was in all the papers at the beginning of the session.

Hon. P. Ryrie-The Spirit Tax was intended to meet the interest on the loan, and now you are going to increase the Police Rate teenuse there is some delay in the Spirit Farmu Bill

The Colanini Treasurer-Not at all. Hon. P. Ryrie-It was 8. The Colonial Treasures-Quite so we thought we could afford to lese on the Police Rate.

Hon. P. Ryrie-Eut that is wrong legislation, certainly. If a tax is imposed to meet special expenditure it should be made to meet that expenditure.

is

The Colonial Treasuror That is an open question. We thought that we could af ford to have a loss on the Police Rato if we had the Spirit Faru.

Hon. P

Ryrie-I have never heard that brought forward in this Council bafore.

The Colonial Treasurer-Auglow, that the explanation. The rate was admit. toly high, and it was thought it might be reduced. We have been losing heavily on the Police Rate for yours, and shall lose still, because, as has been pointed out ba fore, it makes no provision for police au porannuation and building of statious, nothing but the bare daily working of the polico, and the 8 per cent. will not cover that. Still in view of the hardship inflicted upon the poor of Hongkong by these heavy ritve, it was. thought we might meat this loss on the Pulicy Rate unt of the proceeds of the Spirit Farm, as it has been met out of the proceeds of other taxation. The Spirit Farm having been postponed, we must try to make the Police Rato pay the expenses as much as is possible.

any that have taken place at Shaukiwan. and there have led to a domand, which cannot be refused, for increased palies pro- tection. If the hau. member's arguntent in that places which require palice protec- tion should pay for it, then he cannot object to the proposed rate at Quarry Bay. But my own theory is that the police rate should be the saine all over the island. I think if Victoria pays 8 per cent, every bedly should pay the same.

But than comes in the practical consideration of the miserable poverty of the Chiness in the little fishing villages, where evory ten cent piece representa a considerable sum; and it is desirable to make the taxea slight as they practically can be in such misorable villages as these of stonecutters and Gisber- men who hardly know what money is.

The Chiel Justice-What appreciable dif- ference would there be between 7 per caut. and 83 per cent, un $207

The Colonial Trenaurer-Well, there is a difference.

The Chief Justice-But hot an apprecio ble difference.

nt

Hon. P. Hyrie-I would like to ask how many constables are required to keep onder Quarry Bay and how many at Shauki wan. The Attorney-Chaneral With reference to that I think I may point out that the is a police station at Shaukiwan, an old established police station, and there will have to be ene at Quarry Bay. The station at Shankiwa has had to extend police sup rvision and protection to Quarry Bay nevertheless the source of trouble in at Quarry Bay,

Hon. P. Ryrie-Why not put Qisery Bay on the same footing as Yau-mu Ti! As I know from the Police themselves, Shanki- war is a most troubles me place, and they should pay for it, and not a manufactory like that watchsary, Bay which bas its own

it

The Chief Justice-The clause no stands is of no manner of use. Formerly the rates were restricted to the expenses of the police, water supply, and lighting. Then the clause was cssential.. Now that there is no such restriction the clause in utterly useless. The object of the pre sont legislation is to put the matter in th hands of the L gislative Council instand of leaving it in the hands of the Governor-in- Council. The Governor-in-Council could not assess for the expense of any establish- nient tuore than a certain amount. Now that that clause has gone this clanac la of no use.

The clause, was omitted.

On section 26, which provides for the refund of zatea oa unoccupied tenements,

H. T. Jackeen asked if this section would apply to tenements at the Peak, which as a general rule were not occupied fur quore than six months in the year?
