In view of the delicacy of the position which as British Minister Sir Robert must occupy towards the High Chinese Authorities, it is perfectly Datural that he should endeavour to in fluence the appointment of one whose policy as Inspector General would be most likely fit into the old lines, and upon whose co-operation he might safely roly.
