Tus rule compelling shipowners to pay for Billa of Health for vessels leaving. Hongkong has for many years heen oked upon as a hardship; but it has been so patiently home by those con corned that the Governor writes this year to Downing Street concerning the fees charged for them this Govern- ment was not aware of the practice of receiving them util quite recently. Leaving this latter statement to com-. mand what credence it may, it is clear that the Quarantine Regulations brought tim question of Bille of Health to the point where it produced indignant pro- tests addressed, through the Chamber of Commerce, to the Celosial Govern ments in a great ideasure owing to the sensible, practical, and timely representations made by the Chamber to the Government here that diese op- pressive and comparatively useless Quarantine Regulations have been mo- dified; and while the readiness with which the Government of Hongkong took up the subject must be freely and fully acknowledged, the initiation of this and other matters that have been. amended and reformed belongs to the Commitles of the Chamber of Com merce. Indeed, the Chamber is appar eatly the only body po sassing the power of initiating reforms in the Co lony. However that may be, it is satisfactory to know that some of the uust onerous taxes on shipping both here and at the Coast Poris have been most metanally lessened, while hopes are held out here of a further reduction in that direction. The right to lovy fees for Bills of Health in ibis Culony. has, it seems grown up until it is now seurned the form of vested interests: su Eays a despatch written by Governor Bowen, and the further information is given that this means the vested in- terrats of the Colonial Surgeon sud the Wealth Officer As buce officera, how- over, hive clearly explained that these. fees fur bills of re collected in their pívate expandy, it seems dificult to comprehend that any rested interest can grize tit of private practice.
