HONGKONG, TUESDAY, MAY 12, 1885. THE extremely unsatisfactory condition of the law affecting Chinese passengers at Singapore bus again been forcibly brought forward. Upon a farmer oc- casion, when we passed some strictures upon the absence of harmony between Hongkong and Singapore to this regard, the steamer concerned tad arrived, in the Straits from Swatow. The vessel now reported ne having incurred the penalty at Singapore for adhering to the law in force in this British Crown Colony, caine from Hongkong direct! We do not know what bus toon done, or whether uny steps have been taken," to, assimilate the laws at the Crown Co- lonics of Hongkong and the Straits Set- demente which deal with Chinees pas- sengers. But it is nothing short of a scandal that a vessel which complies with the regulations in force bere Premises, should be Leld to have broken the law uta British port six days distant, the more especially since the law on thig side has been so farned as to specially provide for the safety of life and pro- perty. As may be seen from the usual notification in last Saturday's Hongkong" Government Gazette, no Chinese pas-. sengers are permitted to be carried on the upper or weather deck from the 1st of Jung to the 15th of October. This prohibition, as we have repeatedly pointed on, provides in a most satisfac tory manner for the safety of passen- gers, as the period Lere mentioned covers the typhoon season. But what possible object is served by the law now put in force in the Straits against the carriage of upper-deck passengers dur ing the season when no risks are run? If any object ware gained, abuse check-
