it is fair to Franco to place on record our belief that the Chinese took the first step towards peaceful overtures.

We are strong in the belief that the Bin for Incorporating the Vicar Apostolio of the Roman Catholic Church in Hongkong will not become law until the Secretary of State for the Colonies has had an oppor tanity of examining the text of the measure.
