No attempt, how- ever, seems to be made to effect such an arrangement, white chippers implore, and shipowners declining responsibili ty refuse to carry the required com- modity. The somewhat unjustifiable, or rather the indiscreet, stoppage of tho P&O. mail steamor Surat has natu- sally strengthened the determination of stoamer owners to run no risk. This sot an the part of the French has been, it is said, explained on the ground of its being an officer's blunder. But no assurance is- given that similar mistakes will not arise; and indeed it is not alone the ac- tuulities but the possibilities of the pre- sent ill-defined situation which frighten shippers. It is most sincerely to be desired that the local Government will arouse itself to the demands of the time. The amoficial.members of Council have it in their power to force the attention of the authorities at Home as well as those in power in this Colony to the present unsatisfactory state of things, and in the interests of trade generally | it is high time that they did so.
