We learn from L'Unité Indo-Chinoise that the Colonial Council of Saiyon, at its last aqusion, passed a vote for the cstablishment of a line of steamers to ren between Saigon and Manila. The Unité adds that the Spanish Government has decided to push forward the works ander- taken for improving the port of Manila, so that russols of large tonnage will no longer have to remain af anchor three tailes from the shore, by which much time is lost in discharging the cargo and freights rais- ed, without speaking of the danger the vessels are exposed to during the senson of typhoons. The customs dution are also to be rovised on a more liberal and favour- able scala.
