Even assuming that the land torts shall to the chief factor in our system of defence, we see no reason. whatever why some decided step should not be taken in the meantime in the direction we have indicated. Practically. Hongkong cannot be spoken of as in a state of defence for many months, per bapaˆyears, to come, so far as her forts are concerned, But she may even now be placed in such a position of defence by torpedo appliances which would, temporarily at least, relieve the minde of many sidents who now leak with anxiety upon the slow and uncertain movements of the Home Government.
