Spenking generally, and apart from the loan above referred to, we have in former yours had accusion to remark in strong terms on the readiness with which the lesser Chinese officials combine with heady foreign advan- turers in negotiations for the puz- chase of arms, ammunition and ga boats, &c.; and indeed the system of employing middle-men has much to do with the present impecunibus condition of many of the Provincial Fressuties. Be this as it may, there can be little question that did China but possess a mere perfect system of financing which would enable her to deal with responsible clients at first band, she would have far less difficulty than, et present in obtaining funds at a moderate interest.
