The great fault of Chinese finance is that the various Collectors of the revenue are constituted so many Formers, who are bound to furnish a certain sum and ure at liberty to retain all they can ex- tract from the people over and above. This does not appear to have been the original intention, but the practice of Baming a minimum sum, which was at first meant probably as a check upon fraud, and holding the Collector person- ally reconsible if the revenue fell below that amount inevitably led to his feeling himself ontitled, per contra; to retain for bis own use whatever surplus a good year might bring to bis hood: It is too much to expect of human nature that a revenue officer will make up a deficit out of his own pocket one year and yet will faithfully account for all be receives over and above the limit the next, though that is what the Chinese theory of Go- vernment expects him to The result is the present condition, which is, that there is a constant pull going on between the Central Government and the Pro vincial Authorities the former continu-
ter protesting in an almost whizing tone ally demanding larger subsidies, the lat
