purpose of constracting, equipping. and working a series of Low Level Stedm Tramways in the City of Victoria, Hong- kong. Two Special Ordinances (Xosé and 18 of 1883) have been part by the Legislative Council and the Governant anthorizing the construction and warking of the same. v

Victoria is very favourably adapted for cay gradients of its principal street, (the Tramways, owing to its conugation, the main thoroughfare from the East-to-she West unds, along which the Transways will be laid), and the immensa incovant truftic.

The Tramways will be instructed in the bost and most substantial manner, and with all the latest improvemente, with itsel fgirder raile, bedded in concreto, bu, bo wood or other perishable material will be used.

The Tramwaya are intended to be worked by- Steam Tractions, such being much more offcctual control, having more power of overcoming gradients, and giving better re- alts (pecuniary and otherwise) than horse, compressed air, electricity or other motive power.

The engines will be constructed accord- ing to the Boart of Trade regulations and will in hoay be a nuisance, being almost useless, and having no machinery, smoke, or steam visible,
