There is a rewal, for in- stance, of the activity displayed some months ago in moving bodies of troops aliout the Biopiro, and there is a cor- responding activity among French men-of-war and the political representa- civos of France in this part of the world. It would rather natonish most of us if it were discovered some day that these movements cf the French feet are being made not so much to frighten the Chi- nese Government as to support it, or a section of in- We have heard some- thing about a secret treaty, between France and China. It has been sug gested that the purport of this secret understanding may be support to be given by France, if the necessity arises, to Li Hung Chang and the Peace Party against their bellicose confrères! Nay, France may have undertaken to support the dynasty itself against dissension which it was feared might arise over the Convention.
