The foregoing extracts state the broad outlines of the claims of the United States. No doubt the securing of the neutrality of the canal morely by a treaty between the United States and Colombia practically means that the neutrality of this important water way would be left in the hands of the Gar ernment of the former country. The rights of the feeble little South Ameri- can republic in securing the heutrality. of the canal would, in the event of a war in which the United States wers engaged, prove to be of the most shadowy nature. Admitting that vitel interests of the United States are bound up in the canal, England also can claim important interests. In its control.
