and develop the richest coal and iron mines if free scope of action wore only allowed

There are at the present time in Shang- hat upwards of a desen native companies whose existonco may be said to bo trembling in the balance. Tuoy are experiments, und very much depends upon their success or fullura. If thay fail generally, a vast deal of money will bave been lost and for many years to, come there will be no intiucement ta repent the attempts. If they succeed, those which have the material that is, elements of wealth in them--which wa baye reason to believe some at least of them have are not prematurely aban doned, we believe very great changes might soon be brought about. The rapid extension of telegraphic lines in China, which only a few years ago were denounced and opposed on every hand, shows what great strides China may fake when once she begins to move. We have no doubt that railways will follow sooner or later, and, when a start is once made, we believe we shall see as: rapid a development as we are now witnessing in the matter of telegraphs But the question of sooner or later depends very much on the success of the joint stock companies and these in tura are no doubt dependent in some degree on the prosperity of tlie China Merchants' Company beno

At the moment it is by no means easy to forecast what the ultimate fate of the China Merchants' Company will be. Those are not wanting those who tell us that it is bound to collapse from inherent rotterinces, They say there ta not a compradera or shroff, or even coolie, employed on the stea-

era who has to hought his post, as we know official appointments are bought and sold all over the Empire, and who does not recoup himself twice over at the expense of the Company. There is no doubt some truth in these charges, but we do not take such a pessimist view of the matter as that. Peculation and corruption are indeed ingrained in the Chinese mind, still tho commercial honesty of the average Chi- nese merchant is unquestioned, and large concerns, such as pawnshops and banks, have for long bean conducted by paid

acted with strange infatuation and reck lessucas, and the extraordinary thing is hat no notice appears to be taken of it. It may be they have a good reason and excuse for all they have done, but, as far as nutsiders can judge, they have ruin the company into a critical position and it will require careful steering to Avoid shipwreck. If peace is soon es- ablished they may gradually regain the public confidence, but, in the con trary case, it is by no means certain that they eau weather the storm.
