If we could escribe more of the com mercial depression to the political com- plications we should bare much more. hope for the future. · Being unable to do this we are driven to the other cause which leads to a less lively outlook, viz. a falling-off in the genera prosperity of the people. Both last year and this Fear have proved disastrous for large suctions of the agricultori population and all those whose earnings cepend on thus produce of the soil, that is to say for four fifths of the people. The peasantry, whn lies, as everybody knows, absolnte- ly from band to mouth, cannot pay their rents in bad years. The government taxes onnot be collected. The semi- independent or middle classes suffer in their income, whiõli sgain affects traders and so on. through all sections of the community. But if the temporary losses from bad years were all that there was to complain of there would be no DOCA- sion to say much about it. There are other and deeper rauses at work. The whole country groena onder an incubue of colegovernmunat and cofaption, which crushes n elasticity out of it and pre- rente a thrifty and hard-working popala- tion from making any real headway even in the best of years. It is not merely that the Chinese Government abnegates all its functions in the matter of providing roads and facilitating the means of in- ter-coinmunication or that it does no- thing whatever to promote the material and well-being of its people, but it deli- |berately keeps in its service na urmy of officials ten times more numermie than its wante, and underpaying or not paying hirm at all itself, it deliberately winks
