Tuz attention of the Home Government and the public is being drawn, through the press, to the question of protecting sub- marine cabled laid by the various telegraph companies, and as injuries done to the eables connecting Hongkong with the dif ferent porta north and south have been rather frequent of late, the subject is one which deserves consideration. It has been suggested that, as the telegraphic facilities furnished by the successful working of such cables are an unmixed good to the citiscus of all countries concerned, the injury or destruction of the cables should be declared to be an offence under the Law of Nations. At first glance this may be regarded as a very reasonable and necessary thing to do; but it cannot be overlooked that it involves á large number of questions which are not easy to dotermine.
