THE Hon. F. B. Johnson continued his criticism on the Estimates for 1882 at of the last meeting of Counell, and in so doing made an effective speech. He' has a habit of accompanying his drastic draughts with the sweets of commends tion which is doubtless highly credi Yoko-able to his sense of fair-play, but which now-a-days rather jars upon the public mind, partly perhaps because of the strange ring which genuine praise now because the community (tightly or wrongly) are now slow to follow dry one a laudation of the present re gime. If it be borne in mind that much of the Estimates must have been draws up by Dr. Stewart, when seting pon which this document is framed are Colonial Secretary, and that the lines of a somewhat stereotyped character, the credit which belongs to the com- pilers is not of an extraordinary Baturë. Certainly the considerate and sympa thising policy towards the Chinees adopted by Governor Hennessy is not generally credited with the existing prosperity of the Colony, although his arowed utterances that the trade of Hongkong must full into the bands of the Chinese, and his apparent satisfac- tion at this prospect, may havo ex- ercised a certain influence in that direction.
