1. Small Parcels may be sent by Post at Book rates between any of the Pont Offices in China or Japan, as well an to Macao, Pakhoi, Singapore, Penang, and Malacca. They must not exceed the following dimensichs, 2 feet long, 1 foot- broad, I foot deep, nor weigh more than alba, The parcels may be wholly closed if they boar this special endorsement, PARCEL, CONTAINING NO LETTER, but any parcel may be opened by direction of the Postmaster General.
