mediate result of the semi-official inquiry or "palaver" held in the Re.. gistrar General's office the other day by the Chinese Secretary; but the ignor ance of the Chinese is so well known, and the proneness of the native mind to misinterpret the meaning of acts that are not in striet accordanes with off- cial custom, is so notorious, that this proceeding would have been better timed had it occurred after the ad- ministration of justice had finally dealt with the prisoners. Again, in view of the approaching rehabilitation of the Registrar General as Protector of the Cinnese, it is questionable whether the holding of such an enquiry or “palaver" would not tend greatly to confuse the minds of the natives as to how there things are done in Hongkong. Had it been so willed by the Secretary of State for the Colonies that Dr Eltel was to occupy the important position of Pro- tector of the Chinese here, there would have been mure excuse for the apparent. irregularity but as that appo pent has been already conferred upon. Mr Russell, this reason cannot be advanced. It may not seem to be an important matter, but this out-of-the-way mode of doing administrative work which should naturally fall upon certain recognised officials is calculated to create jealousies and heart-burnings which are better ab sent from our administrative departments.
