This straining after a balance on the credit side, has been, as we have frequently contended, the origin of the dishonesty, so frequently, displayed by members of the Service,-- the credit balance is secured, nx Air Denny puts it "at the expense of an efficient and honest service," The con cluding words of Mr Denny's letter are so manly, so truthful, and expresa so accurately what all true friends of the States have continually and persistently advanced upon this subject, that they deserve special prominence.
