being taken there for the sake of conve- nience, we are asked to believe that the Court is used only when it suits the con- venience of the Judges to leave their Chambers. If this be not a reversal of all established practice, even according to Hongkong ideas--for some glimpses of modern enlightenment have become apparent even here-then we have yet to learn where the rights of the Press or the publio come in. Of course, if the Judges asserted the power of freely admitting the Press representatives into Chambers, this holo-and-corter mode of proceeding would assume different aspect; but Judge Snowden wo know has shifted the responsibility of making his Chambers publicor privato upon the parties in any par- ticular case. Publicity would therefore appear to be entirely in the hands of the Judges; and we cannot but express some astonishment that this position should have been elaborately set forth in an address delivered expressly to the Press and the Publjo immediately in- terested. While fully assured that Mr Justice Snowden accepted the role as- signed to him to-day with the laudabie intention of throwing oil upon the troubled waters, we cannot but regret that he has done so with apparently so little success.
There can now be very little doubt that there exists in the Supreme Court grave grounds upon which to base, a demand for a public inquiry; and as it is now an open secret that such an in- quiry was requested of the Governor weeks ago, it becomes a serious question how far is Excellency is responsible for the public phase which the Supreme Court scandal has now assumed. Leaving the public expression of opinion on the part of the Registrar out of consideration, as having been followed up by a similar proceeding from the Bench, it is worthy of note that, while not the slightest notice has been taken of the complaints made by Mr Gibbons, the most prompt measures are taken on similar repres sentations by the Chief Justice. After making all due allowance for the dif ferenco the position of the two parties concerned, it must be borne in mind that Justice ought to be discoverably as readily by the one as the other; whilp the timely action of the Government, in this case, would have obviated the humiliation of publicity,
