of the cases of so-called piracy which have been noticed in these columns tend to strengthen the opinion that, not only do the officials join with piratically- inclined natives, bus they generally contrive to screen them from justice when the French officials arouse them- selves for a moment and endeavour to inflict deserved punishment. What- ever may be done to improve matters- whether by reform within or pressure from without the action must in some way reach the petty officials, else trade there will never attain to its legitimate expansion. The so-called "pirates" are not far to seek.

THERE is one point in the C. D. 0. discussion which demands some con-

sideration. It is known that the system of informers—which is presumably the most "revolting" feature of the Act has been put an end to by the present Governor. This must be what" Lord Kimberley alluded to when he said that the system of "inspection" had been stopped some time ago.
