In the present state of official relations, it would be out of all reason to seek any information from the Medical Department. But we are informed upon very good authority- that the Garrison of Hongkong is fast regaining that notoriety it has pre- viously had as to the magnitude of its sick list. Probably the War Office may have something to say regarding the praise or blame which may be given for ** this disgraceful condition of things. The great difficulties" referred to by Lord Kimberley would seem to have been avoided by the niere abandonment of any attempt to grapple with them; and the result is said to be most disastrous to the health of the troops stationed hero, Had Lord Stanley güaged Governor Hennessy's services by results, instead of by official papers, the verdict he would have passed upon this so-called success ful administration must have been less favourable. We shall have something further to say on this subject later on; und in the meantime we may leave it.
