the possession of a ruler so ablo and onergetic, and in every way so capable of making himself popular with those over whom he is appointed to rule. Sir Benry Irving began life tolerably low down in the ranks at the Colonial Office, where, however, he soon shewed posses- wion of considerable ability, and eventu- tually attracted the attention of the Heads of Departments. His career was commenced in 1854; for some years however he did no more than obtain ordinary office promotion in the third and second grade, and it was not until the year 1860 that he took a considerable stap in advance by obtaining the appoint ment of private Secretary to Sir Frede- rick Rogers, one of the permanent Under Secretaries of Stato for the Colonies. In 1868 he was nominated to the Colo- nial Secretaryship of the Island of Jamaica, where he won much popularity and distinguished himself by downright hard work; in May 1880, he was ap- pointed Colonial Secretary of Ceylon, where he remained until his appoint ment, in 1878, to the Governorship of the Leeward Islands. ・・

While Colonial Secretary of this Island under Sir Hercules Robinson, and afterwards under Sir William Gregory, he was deservedly popular and rendered himself a great favourites not only with the members of the Civil Service but with the outside public, by the genial strightforward manliness of his cha- racter, In Council he was not a bril- liant debater, but he spoke well and fluently and always to the purpose, never wearying his hearers. Bir Henry took a prominent part in the local dis- cussions on Railway Extension, and in the reform of our Currency, which he aided vory materially by the advice and sound arguments he brought to bear on these questions. For a short time in- terrening the departure of Sir Horaules Robinson and the arrival of Sir Wm. Gregory, he acted as the Officer Admi- nistering the Government, and it was during this period that he endeavoured to render Leylon a most important and lasting service. It was in this way-
