We should remember in the first place that the Home Government will not bear of any material increase to the strength of the European garrison. This will be all the more probable with a Liberal Cabinet. It may therefore be assumed that a battalion of Infantry, & and perhaps two batteries of Royal Artillery, will form the maximum Euro- pean force at our disposal. In case of wer, the feet, with the exception of the Wizern, would be oruising north, and therefore the defence would lie with the shore batteries and torpedoes.
