THE complications which seem to be developing in importance at Peking may be explained somewhat by bearing in mind that there are still two parties in the State representing the native Chinese, and the conquering race of Manchus. It is supposed by many who know some- thing of these matters that the contest now going on at the Chinese capital is nothing loss than a struggle between these factions Public feeling is said to be against the reigning Manchu dynasty, for two reasons, One la that the Man- chus have spared and pardoned criminals of their own cisms while they have always. executed those belonging to the native Chinese race; and that the continued increase of laxation in alleged to be engendering sedition generally over the Empire. The natives now assert that the dynasty of the Ming fell, before the powerfal Manchu Tartars, in the same manner in which the present dynasty is, in its turn, losing its hold of sovereignty. This subjugation of the Ming took place early in the seventeenth century; and it was about the middle of the same century that the order to wear the badge of Tartar subjection was issued, which now marks the Chinsman all over the | world. “This order," says Dr Williams, was reaisted by many, who chom to lose their beads rather than part with their hair, bat the mandate was gradually enforced,
though to this day the natives of Folikian wear a kerchief round their head to conceal it.” It would, however, be fully to accept what the people say regarding events of such vast importanos, as the present dynasty has Leon repeatedly pronounced to be in a hopelessly bad way, and still exists; while the energy of the Empremes Dow- ager seems likely to carry it through many a future trouble, and dificulty, There is littla doubt, however that the lins of divison between the two
