HONGKONG, FRIDAY, MAR. 12, 1880.
Ir is not often that the public are fa voured with a Gaol Report of sich sur- passing interests that which we re produced last evening over the signature of M. 8. Tonnochy, Superintendent." The refreshing element introduced can- not fail to please as well as to arrest the attention of our readers, and those who devote much time to a consideration of such matters will feel great obligations to Mr Tounochy for having thrown in Lan interesting polemical vein into what generally is a mers dry matter-of-fact statement. Mr Tonnochy's style is not lacking in smoothness and grace, and it may be expected that, under the abla and skilful heads of Mr Hennessy, his reports may become even more interest- ing and captivating than that now be- fore us. It must be admitted that the statistics and the letter which by the way, the report is styled his year--coincide with wonderful agguacy, and the manner with which oferything is so managed us to throw a radiance over Mr Hennesy's criminal policy-DI to speak more correctly, the policy of Mr Hennessy, towards criminals--is highly creditable to some one assuming that Mr Hennesy has find nothing to do with the revisal of the proof sheets. The proposed effect of the endeavours unde in this report is, that the opposition of the com- munity to Mr Hennessy's policy was a mistake, and that its resuly show that both he and his policy are right after all. The community can afford to con gratulate the Executive and themselves that things are no worse that they are. Having been checked in his headlong Career of sentimental namby-pambyism, Charation males having been saved. as if by fire and, the deterrent of flogging having been only diluted from public to private, we rub along," an the saying is It is to be credited to Mr Hennessy that having got tha Colony into a state of muddle and in- security by indiscreet: administration, and by a too hasty and (as the coza», munity thought and still think) unwise abandonment of old landmarke he ins been successful, through improvements in the Police and the introduction of longer sentences for old offenders, in getting back to the state in which the Colony has been before. While giving Mir Hennessy credit for this, it will be come the duty of the unofficial members of the Legislative Council, on beball of the public, to count the ort: The ne system adopted of giving loag sentences "say seven years," as the report pute
