A CORRESPONDENT draws our attention to the significant fact that the remark- able speech, lately delivered (on 30th alto.) by Governor Hennessy in Council concerning the Blockade of the port, has nover yet found a place in the Govern ment Gazette, Three issues of the local official organ have been published since the address was spoken, viz., on 31st December, 7th and 14th January-and in none of those has the admittedly graceful rhetoric of the Head of the Executive yet found a place. As the prompt publication of His Excellency's speeches in the Gazette is generally some criterion of the importance he sttaches to these utterances, so th delay in doing this must also be accepted as a tacit admission that the speech in ques- tion does not deserve a place in that august periodical. We are by no means disposed to question the estimate thus made of the last effort of His Excellency touching this Blockade business. Indeed, we frody characterised this "public
utterance
at the time, and can now heartily congratulate His Excellency for having so far agreed with our views as to refrain from placing it among the public records of the Colony.
THE commendable craaade now going on against irregularities in the U, S. Civil Service-which has undoubtedly received an effective impetus at the hands of Colonel Mosby, U. S. S. 3 miles. At 6.30 a. m. 16th. Fighted S. S. Chintung bound to long- kong, at 9.15 were taken in tow, and arrived at hongkong 0.15 p.m. 17th inst. Latter part of passage moderate northerly wind and fine.

That those personally interested in and threatened by such exposures as those now in train should exert themselves to the utmost to coun teract the natural effects of their dis honesty only what might be expected, The shifts necessary to cover official misdoings are various and sometimes interesting; but the desperate "moves" to which those connected with alleged this official frauds upon the U. S. Govern- ment are driven are significant, Some of them we have already noted: the final coup is startling. It is now an open secret that Colonel Mosby's report to the State Department relating to the frands committed at the Consulate here, in the shipping and dicharging of sea- men, has been abstracted from the archives at Washington. This is probably the boldest stroke of all; and the inference that people are not in the habit of de stroying the proofs of their innocence is one that leads to most damaging conclu- sions concerning not only the conduct of the U.
