However much or little the policy. of the present, Governor is or has been supported by Sir Michael Hicks-Beach, the successor of Earl Carnarvon, it is perfectly clear that our notions of the Colonial Office must be materially chang ed by the publication of the noble Earl's despatch. Mr Hennessy has unmistak- ably posed as the protégé of Lord Car, narvon in connection with prison dis cipline and the suppression of crime. Now we find that the superior had good reason to correct his subordinate only & few short months after Mr Hennessy assumed the duties of the government, While Lord Carnarvon was distinctly held up as the humanitarian statesman who was moving the governmental ma chine in the direction so antagonistic to the feelings of the Colonists, the ́ noble Earl had at that time condemned that very policy in language soldom used to an officer in Mr Hennessy's position. --
The publication of Lord Carnarvon's exhaustive document, dealing as the de spatch does with every detail of the questions raised by Mr Hennessy in a sea of inconsequent despatches, showe most conclusively that the interests of the residents in remote Crown Colonies are not by any means neglected by the responsible secretarios in Downing Street. It is a satisfaction, in view of the light- nose with which the head of the Exoca- tive here has regarded public opinion, to and that such a shallow and transparent view of affairs Colonial which has been entertained by Mr Hennessy, is not likely to be sustained by the Colonial
