Glancing over the statement of Hia Excellency regarding public works, two things will be forcibly impressed upon the public mind, the small amount of information given, and the apparent assumption that a new gaol is to be. built on Stonecutter's Island.. His Ex- cellency said:

properly asked the Administrator to suspend the instructions, which the Administrator very properly did. He had not yet in fact got the plans of either of these schemes. These were, however, impending works which would to some extent absorb some of the surplus balances. The new Gaol would probably be erected on Government ground, namely at Stonecutters' Island, which would cost them nothing, and as the site the present Gaol occapied was extremely valu able and its value was increasing every day, the outlay for the new Gaol would not on the whole be excessive.

Now, it ought to be borne in mind that, so far as the public are aware, no conclusion whatever was arrived at upon the vexed question of Gaol accommoda- tion, and no direct reference to the sub- ject has been made in Council since the memorable discussions of 11th and 18th November of last year. Now, Sir, with regard to Stone Catter Island I have but one opinion, and that that it should be utterly condemned. believe there is no necessity for it. On th other hand, I believe were the Goal to i removed the coat would be enormous to soi struct a new one, and the cost would n end there. We should have an annu burden upon the tax-payers for the keepi up of a strong guard, for Stone Cutter Island is in a distant part of the harbor also a costly service of communication wi Hongkong. We should in addition not rid of this Gaol. It is, in my opinio absurd to imagine we could. We mu have a Gaol, small or large, in the town, think that was admitted at the last Meetin At least several speakers seemed to be of own opinion that it is absolutely necessa for the administration of justice that the should be a prison in the town. Your E cellency alluded at our last Meeting to conversation which passed a few mon ago. I then heard of this possible sche of reviving the Stone Cutter's Island Go and I ventured to express an opinion t the community would learn of such a proj with great dissatisfaction. I also menti ed, if I remember rightly, that they w tired of the manner in which one Gover might propose and excente an undertak and his successor destroy it. We have experience of these costly undertakings, my impression is the colony is not in 1 with them. It would be well, it appear me, that the policy of a Governor- hobbies or ideas which more or less we like to air should be confined within narrowest bounds when it is a matter wi concerns an expenditure of money. T is in this matter an enormous expendit of money involved, and I think there reason for this community to view with greatest possible objection the expendi of more money on Gaols, at Stone Cut: Island, or even in the extension of
