THE BOY. W. L. Groves, B., of Penz broke College, Cambridge, Chaplain to Bishop Burdon, arrived by the English mail on Saturday and took up his residence in St. Paul's College. He comes to not as Bishop's Examining Chaplain and Collage Tator, and for the present will assist the Blehop in the work of the Colonial Cha- plaincy until the post is filled up.

A SPECIAL, Sessions of the Justices of the Peace will be held at the Justices Room at 11 a.m. to-morrow to consider applications for Spirit Idconses for the year 1879-1880; and also to consider an application from Mr J. F. Shuster to take over the Spirit License of the Oriental Hotel for the re- mainder of the year 1879.

We have not heard whether any publis demonstration is likely to be made in

honour of the celebrated explorer Pro- fessor Nordenskiold, who arrived here this morning in the Vega. The visit is, of course, an unexpected one, and will be utilized, we believe, by the gallant fellows of the ex- ploring vessel by a trip to Canton, &e. It

is understood that the Professor leaves again on Saturday next,

THE importance to Hongkong of the development of Formosan resources must be our excuse (if any is necessary), for again referring to that subject recent remarks bearing upon the unfor- Box,tunate reguit of the Colliery operations in the North of the Island, owing to the peculiarities of mandarin changes and the recognised evils of official corruption, may apply even more forcibly especially so far as official changes are concerned to the checks to progross lately experi enced at Taiwan, in the South. As in the oase of the Keelung scheme, much was expected from the proposed dredging operations at the port of Taiwan; but the death of the old Taoutai of that dis trict, who had been in office for over six years and had taken great interest in improvements to the port, including the important scheme of dredging the har bour, gave a shock to that project from which it may take years to recover. It may be remembered that the growing trade of Southern Formosa was found to be greatly hampered by the condition of the harbour, and outside influence was brought to bear upon the native officials to remedy this evil. The Taoutai of Taiwan, who has lately passed away, was a friend of progress, and the greatest hopes were entertained that an efficient steam-dredger would have been soon secured, by means of which the commerce and trade of that port would have been most materially facilitated and extended. Here again, as we have said, the faulty system of the existing government comes in.. An intelligent and energetic native officist is suddenly cut off, or transferred, be placed for signature at the customary or promoted, and his labours in the cause places either to day or to-morrow, and the of reform and advancement prove to conditions are similar to those of last year. have been in vain because the next it is also said that a ball may possibly be occupant of the vacant post is anti-given by the Brethren of the Mystic Tie; foreign, or anti-progressive, or he is
