We have noticed the sad fate of all codes compiled from gazetteers and other lists of proper names. The rule as to groups of figures involves another im- portant change. Instead of five figures⠀⠀ (12345) counting as one word, three only (123) will be so counted and charg ed; the rule being that for any one or two figures over the prescribed number, an extrá charge as for one word will ba made. This role again applies to words not contained in any of the eight code languages (except words which have been gee, such, for instance, as calty, pioul, fairly imported into any of these langua maund, seer, or tola), and to the proper names which have been so ruthlessly excluded. For instance, if any sender imported Auchtermuchty or Kamtchatka (proper names), or say abracadabra (a word clearly out of the pale of the favoured tongues), these words would be dealt with on the scale of 3 letters per word-charge. Secret language telegrams, composed either of ciphers or figure- groups, come also under this 3-letter rule; and telegrams composed of secret letters (such as bxkim) are not ad- mitted,
The word tariff remains much as be- fore, the charge being made at the rate of ten letters per word. For instance,
advertiser would count for one word, while punctuation would be charged as two, and irresponsibility the same. The sore point arising out of disputed com pound words appears to be fairly met by. the new rules. Words combined in
a manner contrary to the usage of the language are excluded from the rule; but if the commoner compound words are transmitted without the hyphen or apostrophe-tomorrow, in- stead of to-morrow; oclock, instead of o'clock-they are accepted as one word, The following examples of this are given — Ma
