We observe by a late number of the China Express (Sept. 19) that some correspondence has appeared Bin London Times on the barbarity of the Chinese criminal law, suggested by the severe punishment of Yakoob Beg's sona. Bir Benson Maxwell writes, and of Chinese refugees from Hongkong to a takes strong objection to the extradition country that is guilty of torturing pri soners, and that would stoop to the cruelty necessary to carry out the sen- tences against the young Kashgarians, Mr William Laird-Clowes calls upon the British Government to protest against such proceedings on the part of the Chinese Government. In connection with this subject, it is not a little curious that the very article of the Treaty which Sir Benson Maxwell saya bas been instru- mental in giving up from Hongkong so many to the unutterable punishmente of the Chinese, has been recently noted upon very extensively here. Several cases are now, we believe, under consideration; and one or two applications have re Gently been acceded to. Little attention has been devoted to this subject of late; and it may be that the same care has not been taken with these cases" as" was, naturally the rule after the Mo Wong business, because then the heaviest official censure from home was held up as the inevitable result of any slip on this all-important matter. However, be this as it may, it is well that the tender conscience of the English people should occasionally assert itself on these matters, and that the Governor here should not be permitted to forget that Chiness administration still includes

barbarism and almost unheard of cruelty towards prisoners.
