Agents on board the steamers have been instracted to carry out the important change! If it be intended that-the- vessels shall reach Saigon five minutes before dusk, the Chief Engine could manage that achievement by a mere tra of the wrist such steamers surely need not condescend to such shifts, for they can get to a place later or earlier, as may be desired. It is very material for this community, however, that this change should not be made. An hour cut off from that busy time in the morn- ing is a serious matter for business men, although it is certainly a very small affair to the powerful boats carrying the mails under the French subsidy. We would suggest that no time should be lost, and that II, E, the Governor should.
