POSTAL RATES. [Subjoined we give the postal rates

in force for transmission of corte spondence to all parts of the world, Detailed rulse affecting the transmis sion of packets, parcels, &c., will be found anexed, together with a number of miscellaneous and useful notices.]

Hongkong Rates of Postage.

(Revised upril 4th, 1870.) In the following Statemente anil Tables the Ratea are given in cents, and are, for Letters, per half ounce, fur Books and Patterns, per two usnces,

3rd. The full title and date of publication must be printed at the top of the first page, and the whole or part of the title and the date of publication at the top of every subsequent page; and this regulation applies to Tables of Contents and Indices,

A mpplement must consist wholly or in groat part of matter like that of a Lewspaper, or of advertisements, printed on a sheet or sheets, or a piece or pieces of paper, unstitched; or wholly or in part of Dgratings, prints, or lithographs illustra tive of articles in the newspaper. Abook-packet may contain any number of aeparate books or other pulications (including printed or lithogray bed letters), photographs (when not on glass or in canes containing gas or ay like 'stance), drawings, prints, or maps, and any quantity of paper, or any other eubstance in ordinary use for writing or printing upon; and the books or other publicatione, prints, mapa, &c., may be either printed, written, en

Much trouble and disap- pointment is cansed by persistent attempis. to send small valvable trifles through the Post. As it would be extremely inconvenient to divide the mail, and no practical advantage would result from doing so, all cornspond. ence intended for the United Kingdom by French Packet will be sent via Napion, even though marked vid Marseilles.

An impression appears to prevail that corrependence for the Mediterranean eta- tions, ibraltar, Malta, Cyprus, the Levant, Turkoy, de, can be forwarced only by British Facket. It can be forwarded alo by French Facket, and if no forwarded generally arrives a week earlier than if it had been cetained for the British Mail,

The Post Ctfice is not, by law, responsible for any loss or inconvenience which may arise from the non-delivery, mis-sendin. or wis-delivery of any letter, book, or other postal packet (even if the packet be re- gistered) nor is the Post Office responsible for any injury which a packet may sustain doing ita transmission.

To guard against euch injury all postal packets which are likely to suffer from statuping or from great pressure should be placed iu strong covers; and even with this precaution no fragile article should be sent through the Post, di should be remembered that every packet has to be handled several times; that it is exposed to considerabir pressure and friction in the mail bag; and that, whenever the bag has in the course of its transmission to be transferred by meaus of the railway apparatus, the risk of injury is much increased.

No information can be given respecting letters which pass through a Post Office except to the persons o whom they are addressed; and in no other way is official information of a private character allowed to be made public. 3 Postmaster may, however, give an address if he has no reason to believe that the person whose address it is would disapprove of his doing so,

Postmasters are not allowed to return any letter or other packet to the writer or sender, or to any one else, or to delay forwarding it to its destination according to the address, even though a request to such offect be written thereon.

l'ostmasters are not bound to gîrechange, nor are they author sed to demand change ; and when money is paid at a Post Oflice, whether as ch, ngs or otherwise, no question sa to its right amount, goodness, or weight can be entertained after it bas been removed from the counter,

Postmasters are not bound to weigh any letters or other packets for the public, but they may do so if their duty be not thereby impeded.

The practice of esaling letters pasing to and from the East and West Indies, and other countries with hot climates, with wax (except such as is specially prepared), is attended with much inconvenience, and frequently with serious injury, not only to the letters so sealed but to the other letters in the mail, from the melting of the wax and adhesion of the letters to each other. The public are therefore recommended, in all such cases, to as either wafers or gum, and to advise their correspondente in the coun- tries referred to, to do the same.

To provide means of remitting small suus of money to or from the Colony and between the Forts of China and Japan, the Fostmasters and Agents of this flice will in future be allowed (but not required) to purchase Hongkong Postage Stamps from foreign residents.

Between Hongkong and Shanghai, or Hongkong and Y, kohama, however, in either direction, Momy.Uiders must be used.

The Stamps tondered for sale must not exceed $50 in vaine, must be perfectly dent,n good condition, and in strips of at least two, as no separate Stamps will be purebaaed. They must be presented per- wally or accompanied by a buto.
