worse state than ever it was. When Bir Richard MaoDonnell threatened to use force, and apply the "gan- bost" policy-which, with all res- peat for Sir Thomas Wado and H. E. Mr Hennessy, is the only true and effectual polioy for intercourse with Asiatic nations the Chinese realized that we had a grievance. It may be that the Hoppo and his superiors at Peking, taking their ous from those to whom our interests are entrusted, have now convinced themselves that there is no such thing as a blookade in Hong- kong waters now-a-days. In that respect we are in a worse position than ever we wore. To obtain a more satisfactory result than that reported by the Com. mittee as regards this and other griev Bnces, an effort is to be made to give Sir Thos. Wade a frank explanation of the Chamber's views; but it is much to be feared that, unless some expedient can be hit upon of applying to the ear of every member of the House a telephons that will not osase to ring out our griev ance until it is remedied, little but "words, words" will come out of the deputation to theolite Sir Thomas." Hongkong residents will be compelled, as we have already mentioned, to use. other means than deputations and cor-. respondence if it ever frees itself of the incubus of the so-called Blockade.

ous 81 stamp on demand drafts was made to the Government twelve months ago; and if we are rightly informed, the Chamber itself is responsible for several months of the delay in the progress of this most necessary amendment in the law. Certainly not more than ten venta ought to be levied upon a draft of say 8100, and there is some reason in the argument that, as sight drafts of this or greater value are merely cash paymenta and not an accommodation in any sense, they should be subject to no higher rate than a simple cheque (viz., 2 cents). But the public ought to obtain the bene fit of the reduction, whatever it be, and
should make way for the bill to pass. The registration of partners in Chinesa hongs has the appearance of being a sug. gestion which is not only useful in itself, but which strikes at the very root of the commercial disadvantage at which the foreign merchant is often placed in.
therefore is all the more remarkable "The reply received from the Govern ment not being calculated to encourage any hope of the suggestions of your Committee being carried out, it was deemed advisable to again bring the matter before His Excellency, urging WE belong to the clame who would not upon him the necessity of the measure, as give way a single inch from abeer much for the beneat of the Chinese as of weariness" of non-succesE. Considering the importunate, and weary the authori-in our Courts in regard to this matter, a duty to continue to play the part of the difficulty which is daily experienced ties into giving way. Certainly it is the more favourable reception might have peculiar function of the press in any been accorded to the Chamber's sugges British Colony "never to weary in well-tion, apart from the right which regis doing," and we accept the responsibility tered partners in Earopean and Ameri with cheerfulness-adding at the same can houses bave to know with whom time that, as a commercial community, they are really doing business. Hongkong ought to make itself heard more than it has ever yet succeeded in doing. resolution, however, passed at yesterday's meeting, by which two Chinese mer- chants were temporarily excluded from membership on the ground that they had not applied as "bongs" but as indivi duals, may do more to convince the Chinese themselves of the desirability of a reform in this direction than any amount of useless correspondence with the Government.
