So far as we can learn, the instructions do not appear to suggest anything new, but simply order that existing batteries be placed in a permanent state of repair. Other alterations of course may yet be included in the soheme for permanent defence; and it would be highly advis able, in the event of the Colony being called upon to pay any proportion of the cost, that the sense of the Council be taken on a subject so nearly affecting Colonial as well as Imperial interests. We do not mean by this to insinuate that the Home Government have any right or reason to call upon residents here to pay more than they do at present;
